Cette table-ronde s’inscrit dans un programme global – divisé en trois volets – qui souhaite aborder la question des frontières sociales en Irak et plus largement des frontières internes au Moyen-Orient. Dans ce troisième volet, à partir du cas des lieux d’accueil des populations déplacées et réfugiées dans les zones périphériques d’Erbil (camps et hors-camps), nous souhaitons engager une discussion sur le devenir de ces populations, sur leur présence pérenne ou non et sur les enjeux inhérents à cette présence dans la région autonome du Kurdistan irakien (croissance de l’habitat périphérique, devenir des camps, mode d’habité, accès au marché du travail, mobilité intra-urbaine, relation à la société d’accueil, marché et consommation, possibilité de retour ou non, questions démographiques…). Pour évoquer ces questions cruciales, nous invitons des membres de l’administration locale qui gèrent la situation migratoire depuis plusieurs années, un représentant de l’action humanitaire et un représentant d’un comité de déplacés.

Exploring Social Boundaries in Iraq: the Case of Places of Refuge for Displaced and Refugee Populations in Erbil and its Province

This round table is part of a global agenda – divided into three parts – which aims to address the issue of social borders in Iraq and more broadly internal borders in the Middle East. In this third part, starting from the case of the places of reception of displaced and refugee populations in the peripheral areas of Erbil (camps and out-of-camps), we wish to initiate a discussion on the future of these populations, on their permanent presence or not and on the stakes inherent in this presence in the autonomous region of Iraqi Kurdistan (growth of peripheral housing, becoming camps, mode of inhabitation, access to the labour market, intra-urban mobility, relationship to the host society, market and consumption, possibility of return or not, demographic issues…). To address these crucial issues, we invite members of the local administration who have been managing the migration situation for several years, a representative of humanitarian action and a representative of a committee of displaced persons.
